PROBLEM TO BE SOLVED: To provide a heat insulating rice bin device capable of preventing the deterioration of cooling performance even in a high ambient temperature, and maintaining the quality of polished rice. SOLUTION: A refrigerating cycle device 35 has a stacked structure in which a cooler 33 and a cooling air blower 37 are arranged above a compressor 31, a radiator 32 and a heat radiating air blower 36. By this, the refrigerating cycle device 35 can be made compact is size. Since an air suction duct 1b or an air exhaust duct 41 is provided, a suction space or an exhaust space of an air current to promote the heat radiating action of the radiator 32 can be secured even in installation in a place where an installation environment is not favorable.
