Disclosed is a picture encoding method which suppresses increase in the amount of arithmetic and determines whether to use frame encoding or field encoding. The picture encoding method comprises a picture-to-be-encoded encoding step (S100) which encodes a picture to be encoded included in a plurality of pictures, an encoding type determining step (S102) which determines, on the basis of movement information indicating the movement within the encoded picture, whether the picture next to the encoded picture is to be encoded by frame encoding or field encoding, and a next-picture encoding step (S104) which encodes the next picture by frame encoding when it is determined that the next picture is to be encoded by frame encoding, but encodes the next picture by field encoding when it is determined that the next picture is to be encoded by field encoding.
