The discharger combined with a screw conveyer and a mixer spouts under pressure a viscous mixture of a prepared culture soil and a vegetable binding agent mixed at the work site to from planting mats for afforestation of bare earth banks of rivers and lakes or of newly cut hill sides. The mixer has a tank equipped in center with a rotary shaft having mixing blades and provided at the bottom with an opening closed or open by a sliding plate by a lever for the screw conveyer to receive the soil mixture to convey into the discharger and spout though a nozzle to form a planting mat on the target earth bank.
