a central axle vertically installed in a center portion of a base bar by a fixing nut and a position adjusting nut and having an air flowing hole at a predetermined position thereof; upper and lower clamp members formed separately on the center axle and closed by inserting both ends of an air bag onto each thereof, the upper and lower clamp members opposite to each other by upper and lower clamp fixing nuts and upper and lower clamp position adjusting nuts; a steam coil connected to a drain pipe and a supply pipe at both ends thereof; and an air injection pipe and an air ejecting pipe installed within an inner portion of the center axle.
