<p><P>PROBLEM TO BE SOLVED: To appropriately secure security property and shieldability while reducing percent defective of final products. <P>SOLUTION: A circuit element built-in substrate 2 in which a circuit element 4 is built in and check lands 5a-5f for testing to conduct a unit test of the circuit element 4 is mounted on a surface, and an antenna mounting substrate 3 in which an antenna 6 connected electrically to the circuit element 4 is mounted are formed.
