PROBLEM TO BE SOLVED: To provide an optical-electrical wiring board, in which optical coupling between a light-emitting element/a light-receiving element and an optical waveguide, and electrical connection between the light-emitting element/the light-receiving element and electrical wiring are facilitated. SOLUTION: The optical-electrical wiring board is provided with, on a substrate 2, mirror members 3 arranged so as to face the mirror faces 10 thereof to each other; the optical waveguide 6 disposed between the mirror faces 10; the light-emitting element 7 on the top of one mirror face 10; and the light-receiving element 8 on the top of the other mirror face 10, wherein the mirror members 3 are made of a conductive material and are also electrically connected to electric wiring 9, the sides of the mirror members 3 are the mirror faces 10, and a terminal electrode of the light-emitting element 7 or the light-receiving element 8 is connected to the top faces 11 of the mirror members 3 with a light-emitting part or a light-receiving part thereof being located on the mirror face 10. Not only is optical path conversion between the optical waveguide 6 and the light-emitting part or the light-receiving part, but also the electrical connection between the light-emitting element 7/the light-receiving element 8 and the electric wiring 9 are facilitated, due to the mirror members 3.
