An embedded railway panel (200) is prefabricated with an insert (240) formed around a first section (262) of a reinforcing member (260), and a panel member (220) formed around a second section (264) of the reinforcing member (260). The reinforcing member (260) secures the insert (240) to the panel member (220) and provides structural rigidity for both the insert (240) and the panel member (220). A rail (140) of a railway track and the prefabricated embedded railway panel (200) are positioned such that the insert (240) of the prefabricated embedded railway panel (200) is adjacent to the rail (140), and the top surface of the panel (220) of the prefabricated embedded railway panel at substantially the same height as the top of the rail (140).
