One method in a plurality of coding quantization methods which are set beforehand is selected for each block by a coding quantization selection section 133, and the coding quantization of the selected method is executed by a coding quantization section 134. In an output data generation section 135, encoded data for each block, which is outputted from the coding quantization section 134 is related to control information including information regarding the phase changed by the phase adjusting section 131 and information representing the coding quantization method which is selected by the coding quantization selection section 133, and outputted.
