PURPOSE: A surface treating method for a hot dip galvanized steel sheet with atmospheric plasma and a hot dip galvanized steel sheet surface treated by the same are provided to enable surface treatment within a short time by forming a ZnO layer after removing an Al2O3 oxide layer formed on the superficial layer of a steel sheet. CONSTITUTION: A surface treating method for a hot dip galvanized steel sheet with atmospheric plasma comprises steps of: creating atmospheric plasma by discharging gas at 100~250°C in the atmosphere using a plasma surface treating device, and treating the surface layer of a galvanized steel sheet(2) with the atmospheric plasma for over 60 seconds so that an Al2O3 oxide layer is removed and a ZnO layer is formed on the surface layer.
