PURPOSE: A routing system for interlocking between different communication operators and gateway HLR therefor are provided to optimize a routing section for call processing to improve the communication quality satisfaction rate of users. CONSTITUTION: An MSC(Mobile Switching Center)(211) of a first network processes the receiving of an originating call. A GHLR(Gateway Home Location Register)(231) transmits a reception location response according to a predetermined call processing method to the call originating switch. An HLR(Home Location Register)(233) of the second network determines optimal routing for the reception processing of the call origination. The HLR of the second network transmits the call receiving location response to the home location register.
