PURPOSE: A toner saving method and a system and an image forming device are provided to partially reduce the number of dots of an ink or a toner printed within a text letter without degradation of visual appearance, thereby reducing the consumption of the toner or the ink. CONSTITUTION: A font rasterizer(501) generates a letter bitmap by registering a letter code from a vector character description included in a font according to a text parameter and receives a letter code, font, and a text parameter. A random number generator(503) generates random coordinate within a letter bitmap. A hole adding module(502) adds a hole in a random coordinate based on a letter bitmap, a radon coordinate, and a mask according to the print resolution and a toner saving control ratio.
