PURPOSE: A system of a protocol stack structure, a method for broadcasting within a local area, and a device applied to the same are provided to easily transmit a specific content to at least one or more user terminals by providing the protocol stack structure. CONSTITUTION: A broadcasting server(100) forms the broadcast content based on a broadcast transmission protocol and a broadcast transmission conversion protocol. A wireless transmission apparatus(200) broadcasts the content received according to the wire network transmission protocol at a local area corresponding to the broadcast transmission conversion protocol. At least one user terminal(300) receives the content through the broadcast transmission conversion protocol. The broadcast server multiplexes the content that is a moving picture through the broadcast transmission conversion protocol.
