PURPOSE: A soil improver is provided to prevent soil contamination, efflorescence, and frost damage, and to solidify soil while maintaining a natural form. CONSTITUTION: A soil improver is a material which can obtain ground with strong intensity and water permeation. The soil improver includes a malic acid as a main component, a citric acid, and sodium chloride in a weight ratio of 70 : 15 : 15. The soil improver is liquid or powder. A method for solidifying ground and soil comprises the steps of: mixing soil and soil conditioner and stirring the mixture; and solidifying the mixture to form a compression structure.
