A lipid-based dispersion comprising liposomes, the liposomes comprising; (A) unsaturated phosphatidyl choline; (B) an anionic phospholipid (C) optionally up to 1% cholesterol (D) a liphophilic therapeutic agent, wherein the agent is not paclitaxel. The mean particle size of the liposomes measure by dynamic light scattering is less than 100 nM.
