PURPOSE: A Bacillus subtilis with an activity of fermenting Cervi Parvum Cornu is provided to promote osteoblast and to treat arthritis and osteoporosis. CONSTITUTION: A Bacillus subtilis KCTC 11454 BP has an activity of fermenting Cervi Parvum Cornu. The Bacillus subtilis is isolated from Doenjang(Korean soybean paste). A method for producing the Cervi Parvum Cornu fermentation extract comprises: a step of adding Bacillus subtilis KCTC 11454BP to a solid medium containing Cervi Parvum Cornu powder of extract and fermenting for 1-5 days; and a step of concentrating or centrifuging the fermented liquid.
