Disclosed is a stop decision device comprising an acceleration acquiring means, a statistic calculating means, a stop deciding means and a threshold updating means. The acceleration acquiring means acquires the acceleration of a vehicle. The statistic calculating means calculates the statistic of an acceleration over a predetermined time duration. The stop deciding means decides whether or not the vehicle is stopped, on the basis of the calculated statistic and a predetermined threshold value. The threshold updating means updates the threshold value to be used by the stop deciding means.
