PURPOSE: A method for predicting a motion vector, and a device and a method for encoding/decoding an image using the same are provided to easily determine a PMV(Predictive Motion Vector) used when differentially encoding a motion vector. CONSTITUTION: An MV list about blocks adjacent to a target block from which a desired PMV is obtained is generated(801). Distances between MVs included in the MV list are calculated(803). A corresponding MV is removed in the order that a distance between MVs is larger(807). The MV list is updated(809). An MV having the highest correlation with the target block from the updated MV list is determined as a PMV related to the target block(813).
