PROBLEM TO BE SOLVED: To improve accuracy of character recognition by accurately performing a clipping process of a character even when a plurality of characters are viewed in a linked state.SOLUTION: Estimated character sizes whose character sizes estimated by estimated character size calculating means 25 are calculated to produce a plurality of patterns based on a reference character size which becomes a standard of sizes of a character for recognizing the character stored in storing means 24, then the character is clipped as a character area from image data in each estimated character size based on the estimated character size of the plurality of patterns by character clipping means 26. Then a character recognition process is applied to each character area clipped in each estimated character size and character similarity is calculated by character recognizing means 27. Then the character area whose character similarity is the highest is determined based on the calculated character similarity and this is determined to be the true character area by determining means 28.
