PROBLEM TO BE SOLVED: To provide a developer having satisfactory storage stability and fixing performance.SOLUTION: The method of manufacturing developer includes: a step of mixing a mixture which comprises a binder resin and a colorant and is granulated, with an aqueous medium to form dispersion liquid; a step of subjecting the dispersion liquid to mechanical shear and pulverizing the granulated mixture to form fine particles; a step of agglomerating the fine particles to form agglomerated particles; a step of, thereafter, adding dispersion liquid containing polymethyl methacrylate particles having a glass transition temperature of Tg2 higher than Tg1 to the dispersion liquid containing the agglomerated particles; and a step of attaching polymethyl methacrylate particles to the surface of the agglomerated particles at a temperature higher than Tg1 and lower than the temperature of Tg2-10°C to subject the agglomerated particles to an indeterminate forming process.
