PURPOSE: A coupling device and a valve apparatus including the same are provided to open and close the valve in multiple stages through a simple change of structure using the coupling device. CONSTITUTION: A coupling device comprises a first coupling(20) which is assembled with a shaft(10) and a second coupling(40) which is assembled with another shaft(30) and inserted in or coupled with the first coupling. A rotation angle control space is formed between the first coupling and the second coupling. The first coupling comprises a rotation angle adjusting block(22) which is provided to receive the second coupling and form the rotation angle control space.
