PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a polarizing plate-protecting film, with which the manufacturing costs of a polarizing plate can be significantly reduced; and to provide a polarizing plate-protecting film.SOLUTION: The polarizing plate-protecting film is manufactured with a roll-to-roll continuous manufacturing device and both upper and lower protecting film sides are made into evenly light-smooth surfaces. Since the upper and lower protecting films exceed 91% of average transmittance of visual light and the phase delay generated after the light beams pass through the upper and lower protecting films does not exceed 7 nm, the protecting films can replace known TAC protecting films.
