PROBLEM TO BE SOLVED: To achieve heterogeneous control while securing TCP (Transmission Control Protocol) characteristics by introducing an evaluation index which is equivalent to a BDP (Bandwidth Delay Product) in the heterogeneous control, detecting deterioration of a wireless system in use based on the evaluation index, and selecting a radio system of a switching end.SOLUTION: The wireless communication system selects at least one of a plurality of different wireless systems, and performs communications between a mobile station device and a base station device. It calculates the evaluation index equivalent to the bandwidth delay product for every wireless systems based on a control signal transmitted/received between the mobile station device and the base station device, detects quality deterioration of the wireless system in use based on the calculated evaluation index, and selects the wireless system to be used, by the detection. The base station device and the mobile station device perform wireless communications using the selected wireless system.
