PURPOSE: An apparatus for measuring muscle power at both sides and a muscle exercise device are provided, which can accurately measure different muscular strength of both sides. CONSTITUTION: An apparatus for measuring muscle power at both sides comprises: first main bodies(131,141) moving along a first route if first power is applied to one side muscle; secondary bodies(132,142) moving along a second path if second power is applied to the other side muscle; a first measuring unit measuring the first power actuating on the first main body; a second measuring unit measuring the second power actuating on the secondary body; and a displacement limiting unit maintaining moving distance of the first main body and second main body within the fixed range.
