PURPOSE: An SMS(Short Message Service) information offer system and a method for using an MO(Mobile Originate) service are provided to transmit an SMS message through an allocated personal MO number. CONSTITUTION: A database(320) receives an SMS(Short Message Service) through a previously allocated MO number, and matches a corresponding personal user number with an allocated cafe MO number and stored the matched user number. An MO service processor(340) an SMS message from a user terminal through the MO number displayed on a webpage, wherein the SMS message includes the request information for the use of a service. The MO service processing unit matches the SMS message with an existing MO pen pal member through the database. The MO service processing unit provides a text pen pal service.
