PROBLEM TO BE SOLVED: To provide a doze determination device for accurately determining a doze in a short time and a program, and to provide an alarm output device and a program.SOLUTION: The doze determination device includes an eyeball-movement detection part 21 for detecting eyeball position of an examinee, a gradual eyeball-movement calculation part 26 for detecting a gradual eyeball movement on the basis of the detected eyeball position of the examinee, and a doze determination part 34 for determining that the examinee is in the dozing state when the gradual eyeball movement is detected.
