The present invention discloses a method for processing paging message and a base station controller thereof. The method includes: a base station controller receives a paging message in which the paging target is a terminal; the base station controller stores the paging message when it determines that the terminal is in a process that said terminal is establishing downlink temporary block flow (TBF) with the base station controller; after the establishment of the downlink temporary block flow is completed, the base station controller sends the paging message to the terminal. The present invention improves paging success rate.
