PURPOSE: Pigment dispersants are provided to ensure excellent dispersion stability as compared with dispersion through surface treatment of pigments, and to realize the blackening of the cement and water reducing agent when the water reducing agent for cement is used as a water reducing agent. CONSTITUTION: A pigment dispersant has chemical formula 1 as a repeating unit. In pigment dispersant, 50 ~ 100 % SO3M(M is Li, Na or K) is substituted for Ar1 aromatic rings based on the number(n) of whole repeating units, wherein n is an integer of 5 ~ 50. The pigment dispersant includes 50 ~ 100 % SO3M and a compound represented by Ar2-X-(CH2CH2O)m-H.
