PROBLEM TO BE SOLVED: To provide a heating device capable of heating a roll so as to make temperature of the roll uniform along the longitudinal direction of the roll and capable of reducing manufacturing costs and maintenance cost, and to provide a heating method.SOLUTION: The heating device for heating the surface of the roll 50 includes: a plurality of heating sections 10a-10i arranged along the longitudinal direction of the roll 50; and a plurality of detection sections 20a-20c arranged along the longitudinal direction of the roll 50 and detecting temperature or the diameter of the roll 50. Respective heating sections 10a-10i are arranged so as to make the whole heating sections or at least a portion of the heating sections extend obliquely to the rotation direction and the longitudinal direction of the roll 50. A control section 30 controls a degree of heating of the roll 50 at each of the heating sections 10a-10i for respective heating sections 10a-10i based on detected results of respective detection sections 20a-20c.
