PURPOSE: An electrical scooter and an electromotive wheel chair are provided, which prevents from wheels from being stuck in an obstacle or a similar structure. CONSTITUTION: An electrical scooter and an electromotive wheel chair comprise: an endless track(1) which is made of rubber or metal material and is axis-installed outside wheels of an electromotive wheel chair and an electrical scooter; a driving boss(3) formed in the ground plane of a driving wheel(2); a driving boss binding groove(5) formed in the inside center of the endless track; and a support wheel and a front wheel(7) which are coupled with the driving boss binding groove and rotates.
