A grouping table storage section stores a grouping table in which an ACK response order indicating the priority order of receiving terminals that return an ACK and the addresses of the receiving terminals are set. An ACK response order reporting frame creation section reports the ACK response order to the receiving terminals in accordance with the grouping table. An ACK response permission information determination section determines the number of receiving terminals permitted to return an ACK by referring to the grouping table, and creates ACK response permission information in which information on the receiving terminals permitted to return an ACK is set, on the basis of the number of receiving terminals determined. A multicast creation section creates a multicast including the ACK response permission information and transmission data.</p>
