PROBLEM TO BE SOLVED: To suppress abnormal currents when active lines are inserted or removed, and stabilize the transmission waveform in transmitting signals. SOLUTION: The system for inserting/removing active lines of an input protecting circuit in transmission lines comprises an inner buffer 5 having a power terminal 1; a ground terminal 2 and an input terminal 3 for inserting/ removing an active line in the transmission line; a first and second protection diodes 4b, 4a connected between the power terminal and the input terminal and between the ground terminal and the input terminal, respectively; and a control circuit 6 located between the power terminal and the first protection diode which cuts off the power terminal from the first diode before connecting the power terminal to the power source, and also cuts off the power terminal from the first diode after connecting the power terminal to the power source.
