PROBLEM TO BE SOLVED: To provide a simultaneous calling system in which slot function of a slot assigned functionally as a communication slot acts temporarily as a common use slot by temporarily changing the slot function for confirmation of an instruction and for setting of a communication link. SOLUTION: When the number of users per common use slot is increased, a response to a reply takes much time due to collision control and much time is taken before a simultaneous notice is. On the occurrence of collision of messages from the users, transmission/reception of the simultaneous notice information is disabled. On the occurrence of a simultaneous notice, the function of a communication slot is changed temporarily into a function of the common use slot, and a user receiving the simultaneous notice through the substantial common use slot sends/receives the simultaneous message temporarily received at a position of the communication slot set in advance for the user and sets a communication link.
