PROBLEM TO BE SOLVED: To prevent a floor heating panel during hot dash operation from giving a sense of discomfort to the skin by controlling, by performing control so that a detected temperature is switched step by step by a heating secondary outlet thermistor with the passage of time in a heating secondary side cycle during a hot dash operation. SOLUTION: The thermistor is arranged on the heating secondary outlet side of a water heat exchanger 12, and a heating primary circulation pump 15 is controlled so that the detected temperature by the heating secondary thermistor 14 is maintained to a certain value during a floor heating operation and the start of a hot dash operation. From the hot dash operation to the floor heating operation, the heating primary circulation pump 15 switches the detected temperature by the heating secondary thermistor 14 step by step and performs control with the passage of time of the hot dash operation.
