PROBLEM TO BE SOLVED: To provide a new group authentication technology for authentication in a group unit, authenticating an individual in the group, and preventing spoofing. SOLUTION: When a group ID indicating a group and an authentication word as information which is known only by a constituent in the group are obtained, an individual ID of the constituent corresponding to the authentication word and an individual authentication word corresponding to the individual ID are calculated by using the group ID and the authentication word, and the constituent of the authentication word is authenticated by referring an information storage means for authentication by using these information. Then, whether the constituent of the authentication word has a decision right or not is determined by referring the information storage means for authentication. When the constituent does not have the decision right, decision information is notified to the constituent with the decision right of the group to which the constituent belongs, and the decision is suspended until a decision result is returned from the constituent which holds the decision right.
