PURPOSE: A method of matching variable data rates is provided to firstly perform symbol repetition for systematic output bit strings, and to carry out same symbol repetition for outputted bit strings of a first encoder and outputted bit strings of a second encoder, so as to maintain energy balance. CONSTITUTION: An algorithm divides outputted bit strings(S30) of a channel encoder into a systematic bit group, a bit group of a first encoder, and a bit group of a second encoder, by using a turbo code system. The algorithm decides the group in which a present bit is included, and assigns an optional bit index to the corresponding group according to a channel coding rate(S31). After the process, the length of the systematic bit group becomes I(S32), and the length of the bit group of the first encoder and the length of the bit group of the second encoder are displayed(S33,S34).
