<P>PROBLEM TO BE SOLVED: To form a satisfactory image by appropriately supplying developer. <P>SOLUTION: A conveying substrate (63) is provided with: supply and conveying substrates (63a, 63b); a developer carrier member (62); and a recovering substrate (63c). The supply and conveying substrates (63a, 63b) are disposed so that developer (T) is conveyed vertically upward along the developer conveying path (TTP). The recovering substrate (63c) is disposed facing the developer carrier member (62) on the opposite side, sandwiched by the upper ends of the supply and conveying substrates (63a, 63b).
