PROBLEM TO BE SOLVED: To prevent the shortcircuit of a solenoid by precisely detecting layer shortcircuit of the solenoid. SOLUTION: Based on a driving signal outputted from a CPU 4, drive current is supplied to a solenoid 1 from an electric power element 2, and the generation of heat of the electric power element 2 is promoted by shrink of a heat dissipation portion at the time of increase of the drive current. When a matter that element temperature of the electric power element 2 reaches predetermined temperature is detected, it is judged that the solenoid 1 is in the state of layer shortcircuit failure, the electric power element 2 stops the supply of the drive current, and the CPU 4 stops the output of the driving signal.
