With a Web browser, a client can set update settings (update rules) of an identifier list saved in an identifier saving unit (of a device. An identifier update unit obtains an identifier list from another device, and updates the identifier list by adding or synchronizing identifiers included in the obtained identifier list in accordance with the update settings.
