PURPOSE: A relay equipment and a method thereof using the signal scrambling are provided to increase the stability of the signal transmission and correctly compartmentalize the first frequency relay signal of the service relay signal in the co-located region of the first and the secondary frequency relay signal. CONSTITUTION: An ADC(Analog to Digital Converter)(201) converts a down converted first digital frequency relay signal which is downward transformed of a down converter(200) into the digital signal. A frequency converter converts the scrambled first frequency relay signal of a scrambling encoder(202) into the scrambled secondary frequency relay signal. A DAC(Digital to Analog Converter)(205) converts the scrambled secondary frequency relay signal into the analog signal. An up converter(206) converts the scrambled secondary frequency relay signal.
