PROBLEM TO BE SOLVED: To provide a radio base station, a communication program and a communication method in which a channel can be allocated to a novel call more securely, even if there are a large number of calls, while securing reception communication quality using tuner diversity. SOLUTION: A radio base station 100 comprises a channel control section which monitors whether the number of idle channels that is the number of channels out of use reaches a predetermined threshold or not and releases a part of channels used for diversity radio communication when it is detected that the number of idle channels reaches the predetermined threshold.
