PROBLEM TO BE SOLVED: To efficiently configure initial settings for a network.SOLUTION: An OAM (Operation Administration and Maintenance) frame insertion part 100 of a network switch device 11 includes: a MAC (Media Access Control) address storage part 150a which stores identification information unique to the device; a CC (Continuity Check) transmission part 120 which transmits a maintenance frame for maintaining connection with other devices to a maintenance device; and a CC transmission control part 130 which controls the CC transmission part 120 so as to transmit the maintenance frame to the maintenance device based on each bit value of a bit string in which the identification information stored in the MAC address storage part 150a is expressed in binary expression.
