A barrier device (23) for use with an in-ground reticulation component such as a water hydrant (11) which is located within an in-ground housing (14) and which includes a barrier member (24) which may be secured between mating flanges (21) and (19) of the hydrant and conduit and which extends outwardly therefrom to seal against the housing (14) to inhibit access to the housing (14) and the hydrant (11) therein. In another embodiment the barrier device (23) is formed of an elastomeric material and resiliently grips the hydrant (11) and seals against the housing (14).
