PROBLEM TO BE SOLVED: To provide a method and a device for starting the retransmission of scheduling information in a radio communication system so as to prevent the transmission of unnecessary scheduling information. SOLUTION: The method comprises a step of executing a first ARQ (automatic retransmission request) process; and a step of directing the first ARQ process to start SI retransmission of the system information, when the number of times of transmission of packets, containing SI is larger than the number of times of the maximum transmission, or equal to it, and also that confirmation information corresponding to the packets, including SI, does not reach user end.
