<p>An image processing apparatus and method wherein the coding efficiency can be improved in a VLC system coding. A VLC table switching unit selects a table of k=0 in accordance with a quantized parameter lower than a predetermined threshold value and selects a table of k=1 in accordance with a quantized parameter higher than the predetermined threshold value. A code number assigning unit assigns, in accordance with a quantized parameter lower than the predetermined threshold value, an inter-16×16-mode to a code number "0" and assigns, in accordance with a quantized parameter higher than the predetermined threshold value, a skip (or direct) mode to the code number "0". This invention is applicable to, for example, an image coding apparatus for performing coding by use of H. 264/AVC system.</p> |
