A method for reducing bottom sludge in situ while microbially generating power comprises the following steps: constructing a microbial fuel cell and placing it in the bottom sludge, then closing the circuit of the cell and domesticating microbes to generate power. The invention overcomes the shortcomings of the bottom sludge treatment technology in the prior art. It can generate power while reducing pollution in situ by utilizing the microbiological fuel cell which uses microbes in bottom sludge as fuel. The invention also provides a device for implementing the method, which can be horizontally and vertically expanded according to need. The device is easy to maintain and can be re-used used for a long time. Additionally, the device has a compact structure, is easy to use, has a low manufacturing cost, produces a high level of power, is effective in reducing the chemical oxygen demand of bottom sludge, does not affect river circulation, and is environment-friendly.
