PROBLEM TO BE SOLVED: To decide standby RATs according to capacity of mobile stations UE.SOLUTION: A mobile communication method includes: a process for allowing a subscriber management server device HSS to decide one of a radio access network of a WCDMA system and that of an LTE system as a standby radio access network of the mobile station UE, based on CSFB capacity presence/absence information included in "Update GPRS Location/Update Location Request" received by the mobile station UE; and a process for allowing the mobile station UE to perform standby in the standby radio access network of the mobile station UE decided by the subscriber management server device HSS.
