PROBLEM TO BE SOLVED: To provide a vehicle detector capable of detecting the presence of a vehicle, and the presence of precipitation, and a signal control system capable of carrying out signal control to bring traffic safety when the precipitation exists. SOLUTION: This vehicle detector 1 includes an infrared element 2 for detecting the vehicle passed through a monitoring range on a road, and for detecting an infrared ray from a detection object such as the vehicle and the road, and a vehicle determining part 3 for determining the presence of the vehicle existing within the monitoring range, using an input level value obtained from the element 2. The vehicle detector 1 is provided also with a precipitation determining part 4 for determining the presence of the precipitation, using the input level value used for determining the presence of the vehicle by the vehicle determining part 3.
