PROBLEM TO BE SOLVED: To reduce circuit scale of a video signal conversion device without deteriorating image quality of image signals after conversion in the video signal conversion device which converts the input digital image signals into image signals with different resolution.SOLUTION: An input line memory 130 holds input digital image signals in units of lines. A second order filter unit 140 temporarily stores the image signals read from the input line memory 130 in a second order buffer and carries out second order filtering using coefficients held in a second order filter setting unit 142. A converted line memory 141 holds the output signals of the second order filter unit 140 in units of lines. A first order filter unit 150 carries out first order filtering of the signals read from the converted line memory 141, using coefficients held in a first order filter setting unit 152.
