PROBLEM TO BE SOLVED: To provide an apparatus for producing a functional liquid, in which a fine bubble containing an effective component of high concentration can be made to exist stably in a liquid and the energy required to generate the effective component of high concentration can be reduced.SOLUTION: The apparatus for producing the functional liquid includes: a pressurization part 11 in which a gas is pressurized and the pressurized gas is injected into the liquid to produce a gas-liquid mixed solution with the nanometer-sized bubble mixed in the liquid; an electric discharge part 3 for generating an electric discharge in the gas pressurized in the pressurization part 11; and a voltage application part 4 for applying a high voltage to the electric discharge part 3.
