PROBLEM TO BE SOLVED: To enable a required capacity (required compensation capacity Ck) to remain, irrespective of an ambient temperature when a secondary battery is charged.SOLUTION: This charging control device includes a temperature measuring means for measuring the ambient temperature of the secondary battery for storing a power supplied from an external power supply unit, a residual capacity calculating means for calculating a residual capacity of the secondary battery, a storage means for storing a first capacity (capacity Cfor compensating power failure), and a control means for controlling discharging of the secondary battery. The control means segments the residual capacity into first capacity and second capacity (load leveling capacity C) except the first capacity and manages the capacities, changes the first capacity in accordance with the ambient temperature measured by the temperature measuring means, and stops the discharging of the secondary battery at the time point when the residual capacity becomes the first capacity.
